Is widespread use of robotics in care desirable? What social challenges are associated with it?

What was it about?

Hardly any other area of society is as affected by the aging of society as care. The impending nursing crisis is considered one of the greatest social challenges, which - as some postulate - can only be overcome with the increased use of new technologies. Autonomous service and care robots in particular are seen as having great potential to relieve the workload of caregivers and support those in need of care in their daily lives - many such applications are currently being developed and tested. At the same time, however, fundamental questions arise regarding the social desirability of widespread use of robots, especially in view of the fundamental importance of interpersonal interaction for care work.

The public expert discussion focused on three core questions:

1. what can robots contribute to good care and what nursing as well as ethical challenges arise from increasing automation of everyday care?
2) What could an appropriate design of technological development look like in order to obtain solutions that are as needs-oriented and acceptable as possible?
3. what role should automation solutions play in the future in the context of care? What are desirable social developments and political design options for the care of the future?

Background

In 2018, the Office of Technology Assessment at the German Bundestag (TAB) presented Working Report on Robotics and assistive neurotechnologies in nursing - societal challenges on behalf of the Committee on Education, Research and Technology Assessment (ABFTA). One concern was to provide orientation in this field of tension and, in particular, to work out policy-relevant consequences. Special attention was paid to the clarification of normative questions and the possibilities for prospective governance of technology development.
