Study on ChatGPT for the German Bundestag

The application potential and possible societal impact of large-scale computer models for language processing will be the focus of an expert discussion during the public deliberation of the Education Committee on 26 April.

Rarely has a computer system attracted as much attention and debate around the world as ChatGPT has since its launch in November 2022. The chatbot is based on a computer model that has been trained to process linguistic data using artificial intelligence (AI) methods. It can quickly generate eloquent responses on a wide range of topics, create entire essays or computer programs, and mimic linguistic styles such as poetry, jokes or discussions - all in different languages.
On Friday 21 April 2023, the Committee for Education, Research and Technology Assessment of the German Bundestag published the study commissioned in February 2023. It describes the technological development of computer models for language processing as well as their possibilities and limitations. In order to assess the opportunities and risks of using ChatGPT and similar systems, concrete application scenarios in the fields of business, health, public communication and law are examined. 
The potential of the systems lies in the partial automation of text production, software programming, translation and simplification of texts. For the first time, information and communication technologies are making it possible to reduce the workload and, above all, to streamline processes in sectors that have so far been little affected by automation. Social risks can also be identified, such as the loss of trustworthiness of information or the possibility of misuse, as well as existing inequalities and discrimination. The aim of the study is to derive relevant questions for policy and public debate that can guide the development and use of ChatGPT and related systems in line with societal values and goals. 
The study forms the basis for a debate on ChatGPT in the Committee for Education, Research and Technology Assessment of the German Bundestag. The committee has invited a number of experts to the public session on Wednesday 26 April.
The session will be broadcast live on parliamentary television and on the internet at www.bundestag.de.
